EHS ComplianceThe Haryana State Pollution Control Board (HSPCB) on October 13, 2025, issued Procedure for auto renewal of consent to operate under Water Act, 1974 and Air Act, 1981.

The Haryana State Pollution Control Board (HSPCB) has issued a new procedure for auto-renewal of Consent to Operate (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, based on self-certification by industries. This replaces the earlier procedures issued in 2018 and 2019.

The move follows recommendations from the Government of India’s Task Force on Ease of Doing Business, which suggested aligning Haryana’s process with best practices in other states to reduce compliance burden. The Central Pollution Control Board (CPCB) also provided updated sector classifications into Red, Orange, Green, Blue, and White categories based on cumulative Pollution Index.

Accordingly, the revised procedure will apply to Red, Orange, Green, and Blue category industrial units under consent management. The new self-certification and auto-renewal system will come into effect for applications received on or after November 15, 2025.
